This Service Information bulletin (Revision 01) supersedes SI B01 15 21 dated April 2021 

What's New: 

SITUATION

In certain situations when a BMW vehicle is out of service due to a required repair, the customer may request alternate transportation (either a Loaner Vehicle or Car Rental) of varying durations.

This could apply to repairs under the BMW New Vehicle Limited Warranty including emissions, Service Information Bulletins (Recalls and Service Actions), maintenance, Certified Pre-Owned Warranty, Extended Service Contracts, insurance, and/or customer-pay repairs.

CAUSE

This situation can result from various causes, including but not limited to part backorders from BMW of North America, LLC (BMW NA) or a repair remedy that is not yet available.

NOTE: Using alternate transportation for requesting a part through a stock order versus a VOR order, or a repair using non-genuine BMW parts, or a repair of any damage resulting from the use of non-genuine parts are specifically excluded.

Additionally, the vehicle awaiting repair must be in a condition that doesn't allow for it to be safely operated under prevailing conditions.

CORRECTION

This bulletin provides alternate transportation information and procedures which your center can use to assist these affected customers.

PROCEDURE

NOTE: When Aftersales Area Manager (AAM) Field Authorization is required for a car rental reimbursement claim submission, the claim comments must explain the situation and reference your center's email to the AAM and the date it was sent as noted below.

Unless a dedicated and specific Alternate Transportation Measure procedure for the repair waiting to be performed is provided separately in another Service Information Bulletin, or BMW NA communication, then effective immediately: 

BMW AMP Vehicles (Preferred)

Subject to availability, provide the owner/operator with a comparable BMW AMP Vehicle Loaner from your loaner fleet.

Or:

BMW Enhanced Car Rental Procedure

If the expected time out of service for a customer's BMW vehicle does not exceed seven (7) calendar days,  subject to the availability of an AMP vehicle and/or otherwise at the direction of your AAM, a car rental that is provided by your center in this situation is not  claimable to BMW NA.

If the expected time out of service for a customer's BMW vehicle is expected to exceed eight (8) or more calendar days,  a car rental that is needed and provided by your center for 8 or more days in this situation will require prior  AMM approval as described below:

  1. If a repair order (RO) is not already available, create one.
  2. Ensure there is a line item or create one that clearly explains the reason why the vehicle is out of service, the anticipated repair and the time that will be needed to perform and complete that repair based on your preliminary findings.
  3. For part backorders, the BMW part number(s), order date(s), and the expected and/or actual part delivery date must be clearly identified in the email and the rental car claim comments.
  4. Send a BMW Car Rental Request titled email to your AAM that includes a signed RO copy (center generated and if applicable, a corresponding body shop RO that is signed by the customer) which contains the required information identified in items #2 and #3 above, plus any other supporting documentation, for example, a BMW parts backorder report.
  5. The AAM will review your center's email and approve or disapprove your request accordingly.
  6. Only when the car rental is approved by return AAM email, the car rental can then be provided to the customer.
    NOTE: Unless otherwise required by State law, if the customer is expected to be in the car rental for longer than 30 days, the customer must return to your center every 30 days to have the rental car inspected, or swapped out if that vehicle is required to be returned to the third-party car rental provider. See the Warranty Information section below for additional details.

    Once the repair can be completed, the customers in these rental cars should be given priority in scheduling their service appointments. Specifically, it would be recommended within a maximum of 3 to 5 business days after the VOR/SOP parts arrive at your center, or after the remedy becomes available. 

    For these AAM approved car rentals, please provide the customer with a vehicle through one of our preferred third-party rental car providers (Enterprise or Hertz if available in your area).

    BMW will reimburse the following:

BMW 
Rental Vehicles 
  • Up to $64.00 a day;  plus, any
  • Market surcharge (if applicable); plus, the
  • CDW* (Collision Damage Waiver) protection - when the rental vehicle agreement "signee" accepts this "optional" coverage; plus
  • Taxes
Non-BMW Rental Vehicles 
  • Up to $44.00 a day;  plus, any
  • Market surcharge (if applicable); plus, the
  • CDW* (Collision Damage Waiver) protection - when the rental vehicle agreement "signee" accepts this "optional" coverage; plus
  • Taxes

Invoice these allowable rental car expenses (Excluding fuel) as a separate line item on the repair order as outlined below.

Rental Vehicle Invoice - Required Information for Claim Submission

In addition to the Field Authorization (FAS), to be reimbursed for the above, your center must itemize the rental car invoice in the claim comments.

Please ensure that you always include the following information:

Rental Vehicle Invoice - Line items Required Information to be provided
Brand of rental vehicle in use BMW or Non-BMW Vehicle - Model year and description
Rental period Total number of days
Market surcharge (If applicable) Cost per day and the total amount
CDW* (Collision Damage Waiver) Cost per day and the total amount
Taxes Total amount

Other Optional Protection/Insurance Coverage

BMW will only reimburse the cost of the applicable Collision Damage Waiver (CDW)* protection that the rental vehicle agreement "signee" accepted. 

NOTE: The Collision Damage Waiver (CDW), this may also be referred to as the Loss Damage Waiver (LDW), or the Physical Damage Waiver (PDW).

If your customer wants to obtain other optional protection or insurance coverage, for example:

  • SLP/SLI/LIS (Supplemental Liability Protection or Insurance/Liability Insurance Supplement); and/or
  • PAI (Personal Accident Insurance); and/or
  • PEC (Personal Effects Coverage).

The cost of this optional coverage would be at the owner's/operator's expense.

Important Note 

If the customer believes they have access to optional protection/insurance coverage that will apply to their loaner car or rental vehicle either through their credit card company, and/or personal car insurance (including other drivers and/or total loss), please encourage them to verify if and what coverage above is available to him or her. 

PARTS INFORMATION

Not applicable.

WARRANTY INFORMATION

Reimbursement for this AAM authorized car rental expense  is via DCSnet normal claim entry through the Field Authorization System,  as a separate line item, utilizing the following information that applies:

Only if a part supply issue from BMW NA is the reason for the car rental:

Defect Code:  11009999PB  Rental Reimbursement - Parts Supply 

Or for:

For part backorders, the BMW part number(s), order date(s), and actual part delivery date must be clearly identified in the rental car claim comments.

All other reasons a car rental is required:

Defect Code:  11009999XX  Rental Reimbursement (Regional) 
NOTE: Please submit the claim, using the applicable Regional Goodwill Vendor Code in the XX position (ER, SR, CR or WR) that applies to your center.

Depending on the reason, alternate transportation may be required for thirty (30) days or more. In these cases, BMW NA recommends that your center submit a claim for the rental car reimbursement at 30-day intervals (invoice it after each 30 days of rental car use, or less if required by State law). Please be sure to explain the reason for the customer's extended use of the rental car in the claim comments, along with a reference to the rental car approval email you received from the AAM by its date.

Or:

Reimbursement as outlined under DSA  for an allowable rental car expense is via DCSnet normal claim entry without AAM Authorization (SI B01 07 03):

Defect Code:  11009999SA  Rental Reimbursement (DSA) 

And:

Sublet Code 3  Sublet at cost Reimbursement for an alternate transportation vehicle through one of our preferred third-party rental car providers

Car rental expense claims submissions received without AAM Field Authorization (excluding DSA) will not be accepted  for payment.

Important Warning: (1) Failure to properly follow this approval process will result in your center receiving a reduced or no reimbursement for these subsidized rental cars. (2) This program is separate from your normal loaner car program (AMP).
